No city alarm permit for Commerce homes
We found no alarm permit or registration requirement in Commerce’s alarm chapter.
Commerce Municipal Code Chapter 9.05, Burglar and Robbery Alarms, sets rules for alarm owners but does not create a permit or registration program. Section 9.05.080 goes further: the chapter does not apply to alarm systems installed and maintained on residentially zoned properties.
For a home in a residential zone, that means no city alarm paperwork under this chapter. If your property is zoned commercial or industrial, the rules below apply.

False alarm rules for non-residential property
The chapter counts false alarms and charges fines after the first two.
- After the first and second false alarm in a calendar year, the Sheriff’s Department fills out a tracking form for the owner, the city and its own file (9.05.100).
- A fine is charged for each false alarm response after the first two. The amount is set by city council resolution, so confirm the current figure with the city (9.05.120).
- On commercial or industrial property, more than two false alarms in any 12 month period makes the system a public nuisance the city may abate (9.05.070).
- After a false alarm, the owner must give a written report within 10 days of the request (9.05.060).
New systems. The city may allow a break-in period of up to 30 days for a new system, if it gets written notice before the system goes live (9.05.110).
LASD East Los Angeles Station
Commerce contracts with the LA County Sheriff’s Department.
Alarm calls in Commerce go to the East Los Angeles Station at 5019 E. Third St., phone (323) 264-4151. The station also serves Cudahy, Maywood and unincorporated East Los Angeles. Our UL-listed central station monitors your system 24/7 and passes verified alarms on for dispatch.
No direct dialers. Section 9.05.040 bars alarm systems that automatically dial a Sheriff or law enforcement office.
Audible alarm rules in the code
Chapter 9.05 also covers how audible alarms behave.
An audible alarm must stop or reset itself within 30 minutes of going off, and it may not sound like an emergency vehicle siren. The owner must post the names and phone numbers of people to call for repairs or service, and make sure everyone who uses the system knows how to operate it (9.05.030). We set sirens and train users with these rules in mind.
