Torrance requires an annual permit
The Torrance Police Department alarm program requires every alarm user to hold a permit.
The permit requirement is in Torrance Municipal Code 38.1.3. Since December 14, 2022, the program has been administered by Alarm Program Systems, LLC / CitySupport. You can register online at torranceca.citysupport.org or call (888) 865-9770, Monday to Friday, 8 a.m. to 5 p.m. PT.
- Permits are valid for one year, with a renewal fee billed on the anniversary.
- There is no fee for residences where the applicant is 65 or older or physically disabled.
- Moving to a new location requires a new permit fee.
Fees are set in the city’s Master Fee Schedule, so confirm the current amount with the city.
Fee exemption. Ask about the no-fee residential permit if the applicant is 65 or older or physically disabled.
Three free burglar alarms, none for panic
Torrance treats burglary alarms and robbery, panic or duress alarms differently.
You get three false burglar alarms in a 12-month period, which the city page describes as the calendar year. A fee set by City Council resolution applies to the fourth and each later false burglar alarm (TMC 38.4.2). There are no free responses for false robbery, panic or duress alarms.
At the 11th false alarm within 12 months, the system goes to nonresponse status.
Panic buttons. Because panic alarms get no free responses, place them where they will not be pressed by accident.
