PERMITS

No alarm user permit in the city code

We found no city alarm permit requirement for homeowners in the Diamond Bar City Code.

Diamond Bar regulates alarm systems in City Code Section 5.08.030, which sits in the business licensing title. That section sets rules for how alarms are used and how false alarms are handled, but we found no registration or permit step for alarm users. Alarm companies do need a business license, and the city lists alarm systems among the businesses that get a background check.

Rules can change, so we check the current code for your address before we install.

FALSE ALARMS

When an alarm becomes a public nuisance

An alarm with three or more false alarms in any 12-month period is a public nuisance alarm under the code.

Once a system reaches that level, a service charge applies to each later false alarm. The amount is set by City Council resolution, so confirm the current charge with the city.

  • After each false alarm, the city notifies the owner in writing of the date and time the Sheriff responded, and the number of false alarms in the past 12 months.
  • Within ten days of that notice, the owner may give the Sheriff written evidence that the alarm was not false or had a justifiable cause.
  • If no response is made in ten days, the Sheriff’s finding is final.

Weather and outages. Alarms caused by natural disasters or other circumstances beyond the owner’s control are not counted as false alarms.

WORTH KNOWING

Sirens, auto dialers and signs

Section 5.08.030 also sets a few equipment rules.

A system may not use a direct dial device that automatically calls a Sheriff’s office. An audible alarm must have the names and phone numbers of people who can service it posted in a visible spot outside the premises. Alarms may not sound like an emergency vehicle siren. The city’s noise rules also limit how long an exterior burglar alarm can sound, so we set outdoor sirens to shut off automatically.

Epic Alarm holds California Alarm Company Operator license ACO #7125, and our own technicians do the installation and service.

Central station monitoring. Our UL-listed central station verifies alarms and contacts dispatch for you, which fits the city’s ban on auto dialers.
