Your permit year starts the day you apply

No two households in Fullerton are on the same clock.

Fullerton requires an alarm permit for any working system at a home or business. The code puts it plainly: “Every alarm user shall obtain an alarm user’s permit from the Chief of Police for each system” (3.51.030). What makes it unusual is how the year is set: “A permit year shall begin on the date of original application and issuance of permit. Each permit shall be renewed upon the anniversary date of each permittee”.

That means your allowance and your renewal both run from your own date. A neighbour who applied in March and a household that applied in October are on entirely different clocks, and neither resets in January. Permits are issued in three tiers, one residential and two commercial by floor area, and each renews annually at the same rate.

Sixty days is the number to remember. The code adds a separate charge, set by Council resolution, for a user who “fails to obtain a permit within sixty days” (3.51.030C), and the same applies to letting a renewal go delinquent. It is the one deadline in the Fullerton system that costs money without a single false alarm being involved.

WHY IT MATTERS

The permit is what buys you the free alarms

Without one on file, the allowance does not exist.

In most cities the permit is administration and the false alarm scale runs separately. In Fullerton the two are tied together. The code allows “two false alarms each permit year” (3.51.060A), and the Police Department is explicit that those first two carry no charge only where there is a current permit on file. No permit, no allowance, and the fee scale starts at the first response instead of the third.

It is a sensible piece of design and it catches people who assume a permit is optional paperwork. If you have just moved in, just had a system fitted, or inherited one with the house, the permit is the cheapest thing on this page and it is what everything else depends on.

Counted inside your own year, and it climbs quickly after the third.

A fee is assessed “for each false alarm beginning with the third false alarm in a permit year” (3.51.060B), on a schedule approved by City Council resolution. The scale is steeper than most: the fee roughly triples between the third and the fourth, and rises again for the fifth and every one after it.

Since September 2021 the programme has been administered by an outside contractor, Alarm Program Systems LLC trading as CitySupport, rather than by the police station directly. Permit applications, renewal notices, false alarm billing and appeals all go through them on 888-865-9770.

The fourth costs substantially more than the third, and the fifth and every one after it more again. The gap between two and five is the part worth avoiding.

These two are the closest pair in everything we have written up. Both run the programme through an outside administrator rather than in house, and both count against your own registration or permit year rather than a fixed date. If you have moved between them, most of what you learned carries across. Huntington Beach differs mainly in its thresholds and in excluding panic alarms from the count.

Fullerton and Huntington Beach work the same way

Everywhere else in the set is genuinely different. Irvine allows three across a consecutive 365 days, Garden Grove two on a rolling year, Yorba Linda two on the calendar year with no permit at all, Orange two with a registration form instead of a permit, and Anaheim, Santa Ana and Long Beach stop at one. Ten days to ask for a hearing

You may submit a written request for a hearing to protest a false alarm fee, and the request has to reach the Alarm Coordinator within ten days of the date of notification. Diarise it the day the notice arrives rather than the day you get round to it.

Your system does not dial the police

It is unlawful to program an automatic dialling device to a primary trunk line (3.51.050A). That is what monitoring is for: the signal reaches our centre, a person looks at it, and the call to Fullerton PD is made by someone who can describe what is actually happening.

The clock is yours, so use it

Because the year runs from your own application date, you always know where you stand and when it resets. Two alarms in month eleven is a very different position from two in month one, and it is worth knowing which you are in before deciding whether to change anything.
